The article mentions Victoria View, Cottenham, but they do not want to upset the residents by saying what the site is and what the residents are.

Always the first port of call of local plod. We used to live in that area, sometimes a spectator sport!
I don't think any traveller site is the first port of call for the police even if they have armed backup. The kids are worse than police dogs and the women, well ?
They just intimidate the police by numbers and get in their faces as a distraction.

Ive seen it on numerous tv shows ,police interceptors and the likes where they will NOT enter a site even when in pursuit of a vehicle.

The report states the stolen vans were returned to their owners . If they were mine I'm not sure I would want them back knowing where they had been recovered from. Having said that once cleaned up I suppose it is no different to buying a second hand vehicle.

What is the alternative? Let the police sell them for a contribution to the Christmas Party?

If they have already been paid out for theft then they belong to the insurance company. If not the owners cannot put in a claim if they are returned.

If they don't want to use them they need to sell.
