Quite a lot of us have Fulli (was Mango) , also covers Italy. You need a card that covers SEPA payments like Revolut or Starling Euro account.

I use Emovis for travel throughout France, I understand that they cover Spain and Portugal. Their office is in Harrogate, its the only one I've used so can't comment on the others. It works for me, I'm happy.
You get a transponder for the windscreen that pairs to the receiver on the toll gantry, and so records your trip. It is registered to you not the vehicle and you don't need an app.
