The fall back is jaycloths. You can wash them (so i have been told).
Failing that good old newspaper (we are spared the leaded ink nowadays)!!! For those who can remember!! ???

Australian Newspaper published the middle pages in a thinner newsprint, including instructions on how to cut it up to use as bum wipes in case of an emergency.
 
Interesting that eBay are selling Izal medicated toilet paper (remember that?) for £6 or so per roll, plus £3 postage. What a bummer!

Since we're all going to have to wash our hands regularly anyway, who needs toilet paper of any kind when your hand will do just fine?....just wash for at least 40 seconds and use a nail brush to get the Clingons out from under your nails. And remember, you're not going to be shaking hands with anyone either.
Just think of the savings.?
