We live in Portugal and used a NOS Payg card at €25 unlimited for four weeks but it does not roam to Spain. Just changed to a Movistar from Spain which is €15 four four weeks but limited to 80gb which is plenty for us and gives the full allowance roaming in Portugal. You can recharge on line. We went into a spain Movistar shop to get the sim which cost €10
