Is there any definitive rules regarding carrying a spare wheel for insurance purposes and continental travel? I gather there may be an issue with Spain?

My understanding that it is not a legal requirement to carry a spare wheel/tyre in EU. If you are a Spanish resident, then I believe you have to carry a spare or to carry a suitable puncture repair kit. But this rule applies to Spanish residents/nationals

However, I think it is prudent to do so (or a repair kit) and perhaps, weigh up the options carefully before leaving the spare at home. For example, some countries (Romania, Bulgaria, Greece, balkans) have many tyre repair shops/garages but often carry only a small range (if any) of replacement tyres.

Hope this helps a bit, only my personal view.

I now carry a spare after having a puncture in France on our Toad. Two new tyres (you have to replace both on the same axle), took five days to get them and cost €320. Standard tyres on a Fiat 500. The labour and recovery were paid for by RAC who were excellent.
 
If you carried an emergency use wheel with you would it be possible to use in France or would the same tyre on axle trump it?

It is my understanding that if an emergency wheel is part of the spec of the vehicle then it is legal to use with the normal restrictions that apply.

I was thinking about one as a payload saving idea ,I’m getting close to the limit when we travel ☹️

Not sure you can get readily get them for LGV,s .

I put puncturesafe in my tyres when I had no spare and not enough payload.
Had it for several years. Good for normal punctures but useless for a blow out.
