Have come to an arrangement under the new " Exchange driving licences for GB & NI citizens who are resident" Law which also has the addendum that spanish Trafico , the DGT, & the DVLA will exchange drivers information on vehicles based on the following offences;

In addition, Spain and the United Kingdom undertake to provide each other
with information on the data of the vehicles and their owners for the
purpose of investigating traffic offenses related to road safety,
especially in cases of speeding, not wearing a seat belt, failure to
stop at a red light, driving while intoxicated, driving under the
influence of drugs, not wearing a crash helmet, driving in a prohibited
lane, or illegal use of mobile phones

from here if you wish to read it in spanish. Doesn't give a date but I would assume from as soon as it is printed in the daily spanish boletin;

All the people that applied for a new licence from the dvla because their licence expired, 😯 was an illegal licence being Spanish residents will not be exchanged 😪.

Anyone with a expired licence can exchange but not drive until they receive their Spanish licence. 🙂

Anyone with a current UK licence can drive on it for 6 months while waiting for their Spanish licence. 😎 Bob.
