Spain and towing A-Frames

Just for my interest but has Spain changed their rule on not allowing cars to be towed on A-Frames?

We are down in Lisbon and noticed a French registered Smart car be unhooked from its motorhome and driven off. The driver is travelling alone it seems so no chance for the Smart car to be driven separately to the motorhome. I suppose his partner could be staying elsewhere and not on the aire.

It just made me wonder how he possibly had managed to drive down from France and through Spain? Only an idle thought

I've seen a car on an A frame enter France at St Malo as i was waiting to get on the ferry, but never saw any in Spain.
 
French attitude...rules are for others..👍🇪🇦😜😜😜😜😜

Our last Euro trip we saw at least 6 toads in France and Spain.
Lead to believe it's a gamble.
Might reduce the odds of getting caught if you travel at night only...........i think, but who wants to do that.
