Solar power charging ?

When I got home the leisure battery said 100%, now it reads 29% , there is nothing switched on, but I have been suspecting for some time that the panels are not actually charging the batteries even tho the monitor says its charging. although the amps going in are often about .02 it never shows any reading on the solar screen, how can I tell if the panels are charging the batteries?

disconnect the battery from the solar leave for a couple of hours measure voltage the reconnect recheck voltage
 
Can you get a voltage reading from the actual leisure battery terminals using a multimeter? The voltage might be different from the panel reading. For example, if the fuse near the battery has blown, or the connection is bad, then the solar controller might decide the battery won't accept any more charge so it's full. It would then switch its output to 'float mode', (about 13.5V) and remain there. You'd get what you are seeing on the display.
