Seaside Campsite Scotland, where is it please?

Are you thinking of Rosemarkie? ,,, it's Camping & Caavan Site.
 
Could be Kings Green at Port William, it sits directly on the beach although not a sandy one more pebbles.

Definitely community owned, not really "seaside" but right on the edge of the water
 
It's our favourite getaway as it's only an hour from home, the cafe on the pier which becomes the pub at night is also community run and profits go to the rescue crew run by volunteers. Since you'll have a car there's loads of places to visit.

Findhorn was my guess too, it is a lovely site and reasonably priced.
 
Silvercraigs caravan park, Kirkcudbright in Dumfries & Galloway is community run in the town (y)
