random electric problems, poss battery.

Hi,any one can help, we started our swift sundance and started fine,After 2 mins the windscreen wipers came on, washers going, sounded like the door locks were switching off and on! could this be a low battery problem even though the van started? even when the van is off there are random stuff going on , inside cab light coming off and on? battery showing 13v on volt meter? xx thanks for any insight
