My brother has built his own RV in the states and has struggled to find a quiet inline 12v water pump.

Hoping someone can point me in the right direction.

Doubtful there is such a thing.
All you can do is make the pump as quiet as possible.... Rubber mounting feet onto a solid footing, any kind of movement in fixing board will only act as a sounding board making any noise worse.
Fit soft rubber water hose for a foot or two either side of the pump to isolate the more rigid plastic water hose from the pump to isolate the pump noise from the water hose and try to keep the plastic hose away from any furniture boards... Again, they will act as sounding boards and amplify any noise.
The pump noise can be annoying but at least it's only a minute or two at a time.

I recently fitted a Shurflo pump instead of the original submersible Whale pump and I’m pleased that the new pump is fairly quiet in operation.
I fixed the pump to piece of 10mm ply and only slightly tightened the screws through the rubber feet into the ply then I placed a piece of 6mm soft foam rubber underneath the plywood held down to the floor with 2 screws.
Fitting a Fiamma damper is very worthwhile. Avoid using the semi rigid pipe, also the blue rubber hose varies a bit so try and find the most flexible without it kinking.
The factory fitted pump in our last caravan sounded like a machine gun compared to this one.

Edit. Since the photo was taken I fitted a Shurflo inline filter to the pump inlet.
