The RV in question was stolen by a lady with psychological issues. Strikeback with disabler and growler probably would have prevented it ???

Your link to the newspaper article also contained a further link to a report that said the RV driver had bought the vehicle a few months before with identity theft and was being questioned by the police when she started the RV and drove off. Which also explains why her dogs were in there.

So Strikeback and Growler would not be relevant for an owner starting it.
