Parking at Marine Parade, Dover - is it no longer free to park overnight?

According to the Dover DC website "Parking is permitted between 6pm - 9am and a £11 overnight charge applies for caravans & motorhomes."
I had understood this to be a free parkup ahead of a ferry or chunnel crossing.
Has anyone parked there recently and can confirm it is now chargeable please?

Not parked there recently but walked round it 2 weeks ago ( in car stayed at Dover Travelodge ) we were to see the parking signs and yes chargeable . We parked there years ago before we became Tesco voucher addicts for tunnel. The bays are clearly marked for mohos but there are slightly fewer spaces than before .
it is possibly possible to park on the slip road places on way to ferry — very near port entrance . Outside the offices there.
