My French is not up to a full translation of this but it seems to be saying MH are to be restricted to aires

 
I’ve seen on another forum’s discussion of this decree the suggestion that it is specifically limited to 2020 and the COVID crisis. Obviously, once implemented, and particularly given complaints in some areas of Portugal about numbers and behaviour of wild campers, it may never get revoked.
It does appear to relate only to beach areas (including inland), despite what Le Monde du CampingCar suggest in the original post.

A Portuguese resident interprets it as follows
”These laws are related to parking at and the use of bathing beaches/inland bathing areas. It is a temporary law for the 2020 season. The 'no overnight' for campervans in the beach car parks is to ensure the regulations for management of the beach facilities are not breached”.

The original source is - there is an option to get an official English language translation on the site (top right) but when I looked the other day it wasn’t yet available for that decree, so Google Translate may be useful.
 
My browser offered an automatic translation of , Chapter II of Decree-Law No. 24/2020 is the one that is relevant to this topic.

CHAPTER II

Parking management

Article 8

Interdictions

1 - Parking outside the parks and parking areas licensed for this purpose is prohibited.

2 - It is forbidden to stay with motorhomes or similar in parks and parking areas.

3 - In case of non-compliance with the provisions of the preceding paragraphs, the fines provided for in the applicable regulations are applied, and the sanction frame must always be increased to double, without prejudice to the maximum limits applicable in general terms.

4 - Signaling in places where parking is prohibited must be reinforced by the competent authority.

Article 9

Delimitation of parking space

1 - The management entities of the parks and parking areas should, whenever possible, organize the space.

2 - When formal parks and parking areas do not exist, it is the responsibility of the local authorities to proceed with the creation and organization of the parking space, without jeopardizing the natural values present.

Article 10

Hygiene and safety rules

1 - The management entities of the parks and parking areas must:

a) Ensure the posting of hygiene and safety instructions in clearly visible places;

b) Disinfect frequently the equipment used by the users, namely the terminals used to pay for the service;

c) Provide skin disinfectant solutions to users or, if not possible, recommend hand disinfection before users go to the beach;

d) Ensure compliance with the rules defined by the Directorate-General for Health (DGS) in cleaning and sanitizing facilities and equipment.

2 - The provisions of subparagraph c) of the previous number do not apply to car parks associated with urban areas.

That was my interpretation of it as the whole piece of legislation is specifically to do with beaches but others, including the GNR, may interpret it differently.
