New Corvid Rules for Portugal Travel

As far as I can see from reading the link in your previous post the only requirement for entering Portugal at a land border is an EU COVID vaccination certificate.
I could well be wrong but that is my understanding of the translated rules.

I read it as it states ?, Negative Covid-19 test

"The Government has set a fine of between €300 and €800 for those who enter national territory by land, sea and river without submitting a negative Covid-19 test."

Yes that is what it states in an English language Portuguese newspaper that is not always reliable on facts.

These are the relevant sections from an English language translation of the actual decree:

Article 22

Measures applicable to land, sea and river borders


1 – The provisions of paragraphs 1, 2 and 4 of article 18, paragraphs 1, 2, 9 and 10 of article 19 and article 20 shall apply, with the necessary adaptations, to the boarding and disembarking of cruise ship passengers and crews in ports located in mainland national territory, in terms to be carried out by order of the members of the Government responsible for the areas of national defense, internal administration, health and infrastructure.

2 – The provisions of paragraph 4 of article 18 and article 20 are also applicable to citizens who enter national territory by land or river.

4 – When the epidemiological situation so justifies, the members of the Government responsible for the areas of foreign affairs, national defense, internal administration, health and civil aviation may, by order, determine to apply restrictive measures to entry into national territory and to air traffic from certain countries, as well as to establish rules different from those defined in this chapter, namely with regard to the permission of non-essential travels or the presentation of the nucleic acid amplification test (TAAN) or rapid antigen test (TRAg) , following the implementation of vaccination, testing and recovery certificates or proof of vaccination.

Article 18 is solely for air travel

I would say those rules for land and river crossings are different from air arrivals, ambiguous and open to interpretation at best.

No mention of Sea...so that translation is incorrect as well...

For the sake of £14.70 I think I'll just take the test, rather than a €300 - €800 fine...here's what the Man said, unless Google Translate was used again...

Yes it's Correct, BUT the EU COVID vaccination comes in 3 versions, the version they're asking for is the Test version....

"EU COVID Digital Certificate in the form of a test certificate" PCR within 72Hrs or Antigen within 48Hrs.

Always the problem with translations.
The different versions of the EU covid certificate are mentioned in different forms in different parts of the text.
As you said earlier if in doubt take the test.

There is also no mention that I can see of residents of Portugal crossing land borders.
I live 10 miles from the border and there are many on both sides of the border that cross for work in both directions.

Yes, that is exactly why I stated in my opening sentence the words 'not an official document'........'if accurate'........'seems'

BTW the 'Portugal Resident' is a different publication to the 'Portugal News', whether it is any more accurate or reliable remains to be seen.

To enter Portugal through land borders, a negative test is required from citizens from countries outside the European Union and from European Union countries considered to have a red risk level. Many tourists were taken by surprise and the Chamber of Valença asked for an exception regime in the border area, fearing that the Spaniards would not move to this side because of the restrictions.
 
Our friends arrived yesterday in a UK registered vehicle, driving across the border from.Spain into Portugal at the Ayamonte bridge...not a sign of anyone stopping any vehicles on either side of the border. I guess it's just pot luck, maybe they were all having their siesta 🌞😁

My tablet did an automatic translation and that is what it says, which is not exactly what the article from the Portugal Resident, which I posted previously, says!

No need to do any actual checking.. just post info about spot fines on various forums and let the Chinese whispers do the work 😉
