Mystery Object - Waste Water?? (1 Viewer)

I found this on the grid of the waste water drain of the services at Mailleray-sur-Seine Aire.
My fingertips lend some sort of scale to the object which may be some sort of clamp as the rubber ring with the tab on seems right to stretch round to a "hook" on the opposite side of the moulding.
I think the looped cable tie is a red herring and not part of the actual fitting.

Ive shown it around the Aire but no one wants to claim it, but most MH's empty and go!

Any ideas?

Was a Newbie but getting the hang of it now.
Thought it was one of the optional extras - a frewfrew value holder.

I wonder if somebody had used it some way to hold a push button tap on
That's exactly what I was thinking especially withe the extra bits added to it.
