I cannot answer your question directly but…
my Autotrail is just over 3m. I understand that modern ”motorways” in France and Spain measure the height of the vehicle and automatically charge the higher rate for any vehicle over 3m, even for 3.5t and under vehicles. We don’t use these routes because we are 4.5t therefore would pay the higher rate anyway.
Many posts on here mention that items on the roof not part of the vehicle structure (aerials, solar panels) are not counted as part of the height.
Lastly, many posts on this forum tell of UK drivers argue at the “phone booth” until they are allowed to pay the higher rate, sometimes when they should be paying the (correct) higher rate.
