The horn is obviously not up to standard.
The true description for MOT purposes is "audible warning device" which can be anything which produces a loud sound but if it isn't loud enough it will fail.

Was it not loud enough. 🤔
I changed my horn because it was a stupid little squeaky noise for a 9 metre tag axle to one of these. 12V train horn.👍

Just had a look at the regs.
Looks like your tester is doing his job but is also nitpicking.
If that's your horn in the link it's a dual tone horn which doesn't meet MOT standards.

the horn is one complete unit, (compressor and trumpet) note and is loud enough without being to excessive but garage will put normal electric one on for retest, as for wheel bearings lasted good considering the roads in this country and Belgium been touring the last few years.

Apologies, I interpreted the reg as a dual horn being 2 tone as in old style police.
Yours is a dual constant tone of dual pitch.
I can only think the tester is a knobhead or had a really bad day.

To match that ? Try fitting Twin vertical chrome Eminox exhausts......... Go on....... You know your worth it.
Line from the film Thunder road. ( If remembered properly ) " I knew it was you coming down the mountain,i recognised your Pipes " Black and white film, years ago about good 'ol mountain boys running " Moonshine " into the city at night,in souped up " Special " cars.
