Low voltage error code on diesel heater

I’m a newby
I have a diesel heater that is showing a low voltage error code. My meter is showing 12 volts to the heater, but the lead to the control panel drops to 6 volts. I have replaced the control panel but the fault code still shows and the heater will not operate.
The lead to the socket that connects the controller shows 12 volts, but only 6 volts coming out . Any ideas?
 
12Volts to heater - is this with heater idle or running? They pull quite a few amps for startup and a failing battery will cry and collapse when you stress it?
 
What's your battery showing directly from the battery

The heater is only four weeks old. The leads are in new condition but from one side to the other the connector shows a voltage drop from 12v to 6 v. The control panel just stopped working, so replaced it. The new control panel shows low voltage error and the same problem. Voltage in is 12 v up to the connector then the voltage out is only 6 v.????

Check the pins inside the block connector, they can and do push out of the block or bend if not perfectly aligned.
