Apologies if this has been asked before put I couldn't find anything relevant.

Suppose I had to pay the LEZ fee and was visiting someone inside the zone for 7 days - during which time I would be parked up and not driving. What would the charge be 7 days (unfair!) or 2 days - the days driving in and out of the zone?

Here’s the reply I had from Bristol - the Caravan Club site at Baltic Wharf is within the zone which prompted my enquiry.

Thank you for your enquiry received on 17/12/2022.

We appreciate you contacting us to seek clarification on the matter.

Vehicle owners are required to pay a charge to enter or move within a Zone if they are driving a vehicle that is not compliant with the Clean Air Zone Minimum Emission Standards.

If a vehicle is parked within the Clean Air Zone and does not move within the Zone, the vehicle would not pay the charge for the days the vehicle is parked.

For example: If a vehicle enters a Clean Air Zone on a Friday and does not move until Monday, the customer should only pay the charge for Friday and Monday.

You will have a 13 day payment window. 6 days before the date of the journey, the day of travel and 6 days after.

You can make a payment online by visiting the gov.uk website and searching Clean Air Zones. Alternatively, you can contact the Clean Air Zone Contact Centre on 0300 029 8888 between 08:00-19:00 Monday to Friday and 08:00-14:00 Saturday.

Please note, if you fail to make a payment within the payment window, you could receive a penalty charge notice (PCN) from the Local Authority.

Now that there are LEZ/CAZ in several cities in the UK, which most charge around £10 for entry, are London charging £100 just for the LEZ, and a further charge for ULEZ and then the Congestion charge?

Answer that Mr. Khan.
 
We own a 2005 Audi A2 TDI and a 2016 Volvo V70 D4, both diesels. The road tax for each car is £30 per year. But whilst we can drive the V70 in any Clean Air Zone in the UK, we can't drive the A2 in Birmingham, Bristol or London Clean Air Zones without paying the relevant daily charge.

Living outside Bristol, it will cost £100 to drive our 4.6T Frankia motorhome through the new CAZ. However, just down the road in Bath, we can register as a large motorhome and pay the £9 daily charge instead of the £100 (for Bath) daily charge.

Why don't EVs have to pay the London Congestion Charge; all diesel and petrol vehicles have to pay.

How confusing; why can't there be any uniformity?
 
We are here now. Its an absolute PIA. Very confusing. But yes, as others have said, you don't need to pay if you are parked and don't move at all in tje 24hrs. Definitely.
 
The best thing to do is to find out what numbers plates are on the councillors cars and clone them so when you go in the zone they get the bill, have clip ons and only put them on when travelling through.

I have just put my Polish registration number in the national LEZ/CAZ register website and it does not recognise it and says put in a valid registration number.

Does this mean that they will not be able to find the address to send any fine?
