LEZ charge - I'm I being thick?

TFL are trying to get the LEZ moved to Dartford on the south east side I can see it being inside the M25 before long.

It already is if you are over 3500kg, It supposed to include all of the M25 this coming October for under 3500 kg and anything that isn’t Euro6 compliant,

So are you now saying it is indeed possible to enter ULEZ but not necessarily into CC zone unless you go right into the center of London.?

Yes, although there is no need to go into either. Congestion charge is very central London, i.e. anywhere you'd recognise all the buildings. ULEZ is between North/South Circular. LEZ is basically the built up area (*very* roughly) inside the M25.
