He’ll finish his career on Moto 3, little chance now of Moto 2 or Moto GP ride.
Great news , he has had some bad luck this season, but he is quick when he has the chance

It's just been announced that starting season 2023 the minimum age for riders in all MotoGPs will be 18. Obviously this is in response to the fatalities that have occurred this year. There are other changes too limiting the number of riders in certain classes. Not sure what will happen in the feeder classes although if I heard correctly the Junior Talent Cups will be 17 YO minimum age.
