Yes Google translate should be able to do that, presuming you are talking about you being stood in front of the sign to take a proper photo, not whilst driving

Google Translate is very good for converting menu's and other signs into English.
It does however need a wifi connection to work properly.

Open the app
Tell it the two languages to convert between (Only needs to be done once when used first entering the country)
Point the camera at the text
And English (or whatever) appears on your phone screen

Good enough generally to get the gist. Used it extensively in Romania, France and Germany. Also useful to type in that I had a nut allergy and show it at restaurants whenever overseas.

Google translate will do this on the phone, but far easier to read on a tablet.
