Our middle son has a whoosh bang based on a VW Crafter which is 3500kg. His wife passed her driving test after thec1st January 1997 so does not have C1 on her licence.
Somewhere in the back of my memory I recall it either being talked about or passed that C1 would be added to people passing their test after that cut off date. This happened during Covid when there was a shortage of delivery drivers. DVLA said there would be no need to apply for a replacement licence as the C1 would be automatically added to their entitlement.
I have looked on the Web and cannot find any clear info.

I think whatever you think you remembered didn’t happen even if it was considered at the time.

But she can already drive the crafter if it’s played 3500 or under gross weight.

I think what you MAY remember is, that during COVID lockdown, when few were working, people could renew there Licence on line WITHOUT their C1 (which could be added later ) but could carry on driving a C1 vehicle until lockdown was rescinded.
A similar extension was given to MOT's. 🤔

You may be thinking about the towing entitlement B+E. This has been restored to 'B' licence holders who missed out during the licence upgrade changes over the years. There is no need to apply for a new licence, it will appear on any new licence on renewal, age related, change of address etc. There is an ongoing discussion about reverting to the old C1 granted on the back of a normal car pass pre 1997, still only a discussion at the moment.
