I have travelled to Ireland dozens of times. I always take a passport.
I once had to visit an Irish GP for some antibiotics. My passport waived the fifty Euro doctor fee.
Yeah that isn't a misprint. Fifty Euros to see a GP. That was a few years ago. I have heard that it can now be as high as seventy.
For the dogs, if you enter through an NI port (Larne, Belfast) then no documentation needed. Also there are no checks at the NI/ROI border, so you can travel round ROI.
If you enter though a ROI port (Dublin, Dun Laoghaire, Rosslare etc) then you need the same documentation that you need for any EU country. That's an Animal Health Certificate (AHC) from a vet, and proof of a rabies inoculation that's still in date. That also applies if you go to the EU from ROI, via Rosslare for example, even if you came into ROI from NI.
If your dog has a European Pet Passport, then that's enough to allow them into any EU country, although the Rabies inoculation must still be valid. There are numerous threads on this in the Pets section, including how/where to get a EPP and how much it costs.
