They also need to raise funds in order to keep the lifeguards on duty for the whole season following the sad drownings that happened a few years back.

If so were these the reasons minuted in the Council's decision?
If so, parking charges to pay for life saving seems a bit dubious if the persons parking just want to walk their dogs.
Could be challenged as being Ultra Vires.
