No they have a reciprocal agreement now.Spain required this to allow the idlers & loafers who failed to change their driving licences in time to be able to swop without taking a test

Yes they do if they apply.Which they don't often as the UK want the actual person driving whereas spain & most other countries are happy with the owner of said vehicle.
