No it doesn’t need water in system.

Sometimes they can just be a bugger. Keep pressing the button and turning the top.

Mine just resets when warm enough.

When I leave the van, I push it down to 'dump' the boiler water. When empty the boiler I reset, just so I know if there have been cold nights.

Sometimes it does refuse to stay up (closed), so if I'm about to travel I either;

Use a clothes peg to lock it in the closed position, fill the tank as usual and leave it like that until I'm parked up, but only if it is nowhere near freezing point.

If it is, I run the hot water boiler until the boiler tanks is well warm and the valve stays closed.

Sometimes the cupboard that the valve is in is colder than temp in rest of van . I use a hairdryer to warm up above 7 and then the button pushes in.

Run your heater for a while. Often they run the water pipes, with the heater ducts so they are kept safe from frost.
