I fitted fish tank filter foam into our floor vents mainly to stop the drafts but still allow airflow through them, doing the same may well stop the road spray.

Line the hole with 3" or 4" soil pipe. Make it protrude a few inches below the floor & cut off at 45 degrees faced rearwards.

Our floor floor vent are square and covered across the outer floor face with wire mesh to keep the rodents out.

The OP wants an intake or exhaust for ventilation. Adding mesh would be worthwhile.
