Flo-Jet water pump not shutting down properly

Yes, I know that there are other posts about this but finding them is outside my technical grasp (today at least). The basic problem is that the pump works fine, the water runs etc but when you turn off the tap(s) the pump appears to stop but is actually purring very quietly to itself.

Having turned the pump off at the control panel I had a look for leaks but couldn't see or feel any. What I did notice was a faint hissing noise which made me think there is a pressure leak of some kind and when I fiddled with the gubbins on the left hand side of the pump as you look at it (see photo) the hissing stopped and a few drips of water appeared on my fingers. The questions are:

(1) Should that whole filter thingy bit on the right as you look at it rotate freely around its axis - it does at the moment but there is no leak unless I fiddle with it?

(2) Am I correct in thinking the filter thingy etc is on the tank side of the pump - i.e. the inlet side?

(3) I am tempted to remove it to look at what might be wrong but am not sure what the procedure to do so would be - there appear to be two blue clips - one at either end of the unit - that might have something to do with removal but I am not sure? Any advice appreciated.

It's not a game changer as faults go since the simple answer is to turn off the pump except when needed but that is a bit of a ball-ache in the middle of the night when you need to flush the loo.

The item on the left is the inlet filter,I think the hissing you are hearing could be air being sucked in as the water in the pipe returns to the tank,try taking the filter out and check the seal and that it is seated properly.This might also cure the pump over run.

Bit boring but gets there in the end!

Thank you for the reply - that was more or less what I was thinking but i didn't want to start pulling stuff apart without a better idea of what it is I am dismantling.
