fitting a cheaper luggage carrier to a Thule bike rack

I have a Thule bike rack fitted to the rear of my motorhome. We don't cycle so I've removed the bike fittings and just have the basic carry frame.

I'd like to use some off the shelf fitting for some luggage space but the Thule carry box costs several hundred pounds so does anyone know of a simple cheaper version?
