I tried to do a Road tax check on my car that I loaned my house sitting sister while I’m away and could not access the govt website from my Spanish sim’

You can buy them at any state lottery office.
No. You have to claim them though in the country you bought them in.i.e you can't buy a ticket in spain & claim a prize in the Uk,nor even get it checkedIsn’t it the same as uk, you have to be a resident of the country to claim a prize..
