E454 toilet water problem

My brother inlaw is away for the first time in his new Bessacar E454, His toilet is empty it shows no water in the leveller but where you put the water in the spout above the cassette they have put some water in but its showing full. So obviously for what ever reason its not allowing it to take more that a cup full of water any ideas guys? thanks
 
Are you/he sure that it has a separate water/flush tank? Most motorhomes take the water from the main water tank.
 
Maybe some photos of the control panel that shows empty and full?

As Landy Andy says is there a flush tank and what does he mean by the spout at the top of the cassette? The only spout ours has is for emptying the cassette but we don't have a flush tank.

Our system is supposed to show how full the cassette is but doesn't work - a visual inspection is far more accurate.

The flush water doesn't have a level indicator. The fill capacity is 7L of flush water.
The toilet waste cassette does have a level indicator. The LED glows red when the cassette is full. The capacity of the cassette is 17L.
You can also see the level by looking in to the toilet.
 
The only thing I can think of is that he is opening the cassette hatch, swinging the cassette emptying pipe out, and trying to get water in there.
I can’t think of any other scenarios
 
He's obv doing something wrong and it would seem he's trying to put water in the wrong place.
Since you say it's a new m/h surely he will have a manual for the toilet? Although it's frowned upon to say so on Fun Forums I suggest he reads it very carefully.
A photo of 'the spout above the cassette' where he's trying to put the water might help as it sounds like the right place on my flush container.
Does the toilet actually flush?

The water filler pipe is above the cassette ,and swivels out it has a vertical level tube on the right side of the cassette holding locker is this showing the flushing water as full , he is not trying to fill the spare loo roll holder position with its lid on the top near to the seat is he ?
 
If it's the Bessie I'm thinking of earlier ones have a bench toilet, a C400? These have no separate flush tank. From 2014/15 they switched to a swivel bowl and fitted a separate lined shower, again no separate toilet flush tank.
 
I had a E480 and it had a C400 series bench style toilet with a separate flush tank and from the video above it was the same. The turn out large pipe with the green cap on is the filler for the tank and can also be swivelled 180 degrees to empty the water out of just that top pipe for winter ect. When you remove the green cap there is always water to the very top so it may appear full when in fact there is no water in the tank, only that top pipe and you have to fill it very steadily or it will pour over the side. It should have a small funnel that fits into that top but I never used to use it, just poured gently from a 2 litre bottle for that purpose. There is a small bore plastic clear tube which indicates the water level in the tank, especially easy to see if you've added toilet pink to the fill. This is fitted at the bottom and is clipped at the top to keep it vertical. If you pull it down at the top it releases the pipe from the retaining clip and then held pointing down allows the tank to be emptied. As you fill up the tank via the green capped pipe you see the water level rise in the small bore pipe.
I've never had a problem as described but did every winter, almost, have the impeller on the tank flush pump seize up which needed releasing. I think the best thing would be to try emptying the tank via the small bore pipe and flushing it through and then half filling it and trying the toilet flush to ensure water is running through the system.
If needed I can explain how to get inside the tank from in the bathroom but would help to have a photo of the actual toilet to relate to my descriptions of how to do it. Hope this helps Ray's Scout
