Delay in D4 Processing: Any Similar Experiences?

Well I submitted a D4 with a clean bill of health and that was 10 weeks ago. Apparently its been with their "medical department" since then and no-one can tell me when its coming back. Similar experience anyone?
 
I sent in a medical declaration which took about that time to come back, then I sent in a D2/D4 that came back in a week telling me I had not ticked one of the boxes and then it was finally back with my licence in another 3 weeks.

My last renewal took ten months I phoned to check if I needed to send a new photo as my current one was only 3 years old. No not required, got the whole packet back some 8 weeks later as no new photo enclosed. Sent off the next day with new photo, chasing it up told it was with the medical dept, the only medical issue was an undiagnosed blackout some ten years ago no further ones and o the last renewal came straight back no comments. But now they had to write to my Doc, surgery confirmed they had sent letter stating I was Fit to drive finally after complaining got it back after ten months. So good luck.

I am beginning to wonder whether 'it is with the 'medical department' is a cover all for any delays.

I am somewhat sceptical about a system where a 'clerk' opening an application is in control of whether or not to refer it to the medical department - are they medically trained to know all the terms used by doctors on the D4 form?

I have just renewed my C1 for the 5th time and I think 3 weeks was the maximum I waited and each time that included posting from Poland(return post was to my UK address)

I have a pet theory that the first process that happens when DVLA opens a C1 application is that the form D4 is put through a scanning machine which checks the position of the 'ticks'.

If one looks at the actual form all the "No" tick boxes are in a line on the same position on each of the pages.

I think that if there is an errant 'tick' then the whole application is shuffled into the inbox for the 'Medical Department' for human intervention.

This is just a theory and without any supporting evidence!! :unsure:

One thing I will add is that between us, Margaret and I have succesfully applied for C1 four times and on every application we photograph every page of the application ( even the address on the envelope)
After the first successful application, we used these images to to check all the subsequent applications.
