The rather poor picture below is my van's vin plate. It shows weights with no explanation, so :

I assume 4400KG is the MAM (as it matches the V5)
I assume 1-2100KG is the front axle, and 2-2500KG is the rear axle

Q1 - is that right?

Q2 - what on earth is the 6500KG line?

Q3 - why don't the axle weights match the MAM?

6500 is the train weight.
The vehicle and a trailer combined.
As a PVC it retains the standard tow weight, usually much higher than when a van is converted and changes get made to the original chassis.
Correct on all your other assumptions.

& that fiat weight plate will usually be superceded by the converters plate that should be found somewher close .inside a door pillar . hasn't been stuck on by the converter & is with any paperwork ,if it hasn't been lost.

It is likely also that you will have an 'Alko' chassis . this will have a weight plate somewhere & will be classed as the second weight plate. after the Fiat factory one & before the final converters plate. sometimes the alko plate will be inside a rear wheel arch on the chassis rail.
aso in total you should have 3 plates
first fiat
second alko
third & ultimate one that counts the converters.

Q3 - why don't the axle weights match the MAM?

You can pay to up-plate to the sum of the axles so theoretically increase payload. Unfortunately, you'll probably reach an axle limit before the total weight is reached.
