The reason it's against the regs is, because the Earth and Neutral are combined into one single wire (that's the 'C' in TNS-C) there is a risk of losing both neutral and earth so that a fault could make exposed metal live. A normal TNS supply with separate earth and neutral all the way back to the transformer will not have that problem. That's why they specify a separate local earth, using an earth rod into the ground.Now looking at a few electrical forums it appears it’s against the building / electrical regulations to run a 16A socket off of a PME TNS-C earth (a combined Earth and Neutral from the mains supply) specifically for caravans / cars.
