If within the three months to your 70th then yes. But when your licence runs out of date you may have to wait for it to be returned.

Provided you apply before your license runs out and there is nothing medically preventing you from getting a license then you can drive for upto a year under section 80. After that you need permission from dvla to continue.
They took 8 months to sort my license and 5 of them were after it had expired.
But. You cannot drive outside uk.

Edit; that is within the sections of your current license

You will know if D4D have said you're fine for both sight and health, in which case carry on as you did before the test.
You have three months to get everything done. If your entitlement to dive has run out in the meantime, I think you are on dodgey ground and it'd be best to request a written dispensation. If your licence is valid when you send it off, you can claim that it's "in the post" but you may not get much sympathy if it runs out a fews days after sending it in. If going abroad, you're supposed to have your licence with you (but you need to return it with the renewal application) so, technically, you could consider yourself banned from travelling abroad (I've never been asked to show mine, however).
At least you can breathe a sigh of relief now, and not need to face the same for another three years.
