Buying new in Europe

So if buying new in Europe how do you get a good euro exchange rate as a private punter?
Do you pay vat over there and over here then get the Europe vat refunded or how does it work?

VAT depends on the dealer we have bought 3 vans in Belgium VAT free. A lot of German dealers charge the VAT and refund on proof of UK VAT has been paid.

For two of the vans I bought I used Money XE loads of other exchange companies, need to shop around rates vary and don't accept the online rate phone up and haggle.
Another option is Revolut that works well.
