Bubbles in headlining 2011 Burstner

Had these small bubbles appear in a small section of the headling in my Motorhome. Started to appear about 5 years ago. They are solid to press on and not spongy at all. None have cracked the headling yet. Would this be indicative of a water leak ?

Have seen this before on touring caravans when we used to sell then and 99% was dampness do not use a pronged damp meter to check as it will go through the covering and could rip use one of the new no contact meters but get it done sooner rather than later

That will be damp, found similar with mine after the first lockdown. Find the source of the leak and seal it.
I managed to improve the appearance of the damage using heat from an hairdryer and a flat iron.
Not perfect but mine is a 20+ year old van and doesn't owe me anything.
