Best place for Cepsa gas?

We have an empty Cepsa gas bottle we will need to exchange almost as soon as we get to Spain.

Where is the best/ most cost-effective place to do this? Are the motorway service areas usually dearer than more local garages like the UK? Supermarkets?

Santander down to Zaragoza and then Med coast.

In fairness Spanish gas prices are so much cheaper than the UK that I wouldn’t drive out of my way to save a couple of euros.Just exchange when you see somewhere.

I thought that the price was fixed by the Government or similar and was the same wherever you are, our Spanish members will no doubt correct me If I’m wrong.
