The 5 van limit may be because it has a cl exemption. ?

Yes, under Campra exemption.

According to the article referenced, the car park is owned by a trust not a council.

What does worry me is scanning these QR codes as i have read about people putting on false stickers over these parking qr codes so if i did have to use one then i would use the website only.
