You are running windows. It happens occasionally.

If you reboot and everything is fine. Put it down to a windows brain fart.

If it keeps happening you may need to investigate further.
 
Happens very occasionally when plugging in an external. I've seen it twice from memory. One was plugging in a usb hard drive. Sorted with a USB driver update. The second was oddly when plugging in an external cd/dvd drive, so again USB. .

I have never seen it on Windows 7.

I never let Microsoft collect any data, or let the system do auto updates.

ok. Then you likely have an issue and should investigate further.

I had it recently after an update recently. But I don't use that system very much so don't know what caused it.

So here are a few questions.
1) has it only just started happening or has it being going on for a while?
2) If it has only just started happening. Has there been a recent windows or drivers update you have run? Check for checkpoints?
3) Does it happen when you have specific software loaded? ie does it only happen when you have software x, y or z open?
4) Have you had new hardware recently. even a different usb flash drive for example?
 
I get a similar screen occassionally on an old Surface Pro 3 that I use as a desktop in the office. Usually on start-up. It sorts itself out straight away.

No issues with my Surface Pro 7 that I use as a portable though.
