It looks like you cover a oval shaped hole,then press and turn the the spring loaded plunger.
The blue parts are plastic and the black is foam.

It’s a knacker flapper stopper. The high end spring loaded version,only needed by cadac owners who are known for their superior tastes.

I reckon it's just been thrown in the bag, my Cadac has nothing like it or anywhere it could fit.
