Just over a couple of weeks ago, I (Jock) withdrew money both from the BBVA at the end of Avenida Mediterraneo, and from Kuxtabank in Old Benidorm. This was done fee free using our Starling card. 
I became aware of TheHat's Jan having tried to withdraw cash very recently from the BBVA Bank, using her Nationwide FlexPlus debit card. She was advised by an on screen message that the charge would be 7 x Euros. Wendo55 very recently had the same experience re charges. 
Today, I tried to withdraw cash at the BBVA in Old Benidorm, initially using our Nationwide FlexPlus card. No joy, ie, a 7 x Euro charge, so next I tried the same Starling card I used previously. Unfortunately this time, the same 7 x Euro charge appled, whereas a couple of weeks ago it clearly didn't.
Apparently, on the Benidorm Seriously Forum, the Kutxabank in Old Benidorm, is still fee free for cash withdrawals.
I hope this helps those looking for fee free ATMs.
