Having almost finnished a homebuild and not yet contacted DVLA to change potentially to Camper van just wondered if it ends up as a van with windows does that mean the van can legally park in areas that state no campers or motorhomes. (even though it will look like a camper)

Has anyone got a fine and argued it out.
Is it up to the warden as to what he thinks hes looking at ?

A term in Traffic Regulation Orders along the lines of "no campers or motorhomes" will normally describe the behaviour (e.g. sleeping) which is controlled, rather than the look of the vehicle.
Such terms, therefore, apply despite what type of vehicle a warden may think they are looking at.

Many car parks state ‘No overnight sleeping in vehicles’ which is a good ‘catch all’ I am afraid to say.

If your conversion fits the criteria for Motor caravan (their name for campervan) then you get the correct V5 designation. Take a look online at their website all the required conversion requirements are listed, but make sure you photograph everything and put details on back of each photo as required, otherwise they will default to ’Van with windows’ good luck

The DVLA's classification has no impact. I looked into this a while back when new regulations were introduced at a number of coastal car parks. The small print in the T&Cs (found on the car park providers' websites in these cases) states that 'Motorhome' or 'Campervan' on the car park signs is defined as 'ANY vehicle adapted for sleeping'.
In lots of places as already said the restriction is on the activity (ie sleeping, cooking, overnight stops) rather than on the vehicle.
