Can anyone suggest a good stopover between Strasbourg and Lugano on way to Lake Garda as this is new area to us and want break up journey Thanks for any tips

Do you use searchforsites and park4night ?
You'll find plenty of suggestions on there and hopefully an indication whether open or not.
Any suggestions I could make I'd have no idea if they're open in winter

You do not say what sort of stopover you want - campsite, Aire/Stellplatz, just a park-up place?

Go via the Gothard pass and stop at the "top"where the restaurant and tourist shops are. Free to stay, no services and good views if reasonable weather. Gothard is worth it for the experience as long as you are not in a rush. The other benefit is it is free to drive "up and down" unlike the Gothard tunnel. As long as you are not going too early in the year as it may be closed because of snow.

There is no charge for the Gottard tunnel, it's included, along with all other tunnels and bridges in the Swiss vignette you buy at the border or online.
Edit: there may be the odd swiss toll not included in the vignette but vast majority are included.
