I have found the following useful information on the website of the French Consulate in London:

I would like to track down the actual wording of the Article 22 of the ministerial decree of 1 August 2012 mentioned above, but so far have been unable to do so. Please would someone living in France or with a good knowledge of French be able to find this for me? Thank you.

I have translated it using Google Translate which has its limitations but is the best I can do:

Essentially it just confirms that I-cad registration is not required for animals visiting France for less than 3 months.

So according to the French Consulate in London, Brits can obtain French pet passports without having to register with I-cad.
